Passport Indicates Nationality for Travel but Is Not Citizenship Proof: MEA

The Ministry of External Affairs (MEA) has clarified that an Indian passport should not be considered proof of citizenship, emphasizing that it is primarily a travel document used for international travel. The clarification came as the government highlighted efforts to strengthen the credibility of Indian passports and curb illegal migration.
According to a senior MEA official, India delivered nearly 1.5 crore passport-related services in 2025, including 1.39 crore passports. The ministry has also improved passport services, reducing the average processing time to six working days, excluding police verification. Citizens now spend less than 45 minutes at Passport Seva Kendras (PSKs) and Post Office Passport Seva Kendras (POPSKs), with a network of 545 passport centers operating across the country.
The ministry stressed that illegal migration damages the reputation and reliability of Indian passports and must be discouraged. Officials reiterated that while a passport indicates nationality for the purpose of overseas travel, it should not be treated as a document establishing citizenship.
The MEA also highlighted India's growing global mobility. The number of countries offering visa-free entry to Indian citizens has increased from 16 in 2019 to 27. In addition, 47 countries provide visa-on-arrival facilities, while 66 countries offer e-visas to Indian travelers.
To facilitate international movement, India has signed mobility agreements with several European nations, benefiting students, researchers, apprentices, tourists, and business professionals.
The government said its focus remains on making passport services simpler and more transparent while promoting safe and legal channels for overseas travel and discouraging people from using illegal routes or agents in search of opportunities abroad.
