Cabinet Retreat to Enhance Coordination, Innovation and Administrative Reforms

A two-day 'Chintan Shivir 3.0' of the Chhattisgarh Cabinet, under the leadership of Chief Minister Shri Vishnu Deo Sai, will be organised on July 4 and 5 at the Indian Institute of Management (IIM), Raipur. Organised by the Department of Good Governance and Convergence, Government of Chhattisgarh, in collaboration with IIM Raipur, the objective of this program is to further strengthen governance by making it more effective, innovation-driven and result-oriented, while accelerating the vision of a developed Chhattisgarh.
Chief Minister Shri Vishnu Deo Sai stated that in view of the challenges and opportunities of changing times, governance must continuously learn, undertake self-assessment and prepare itself for future requirements. In line with this vision, the Chintan Shivir will serve as an important platform for dialogue, experience sharing and policy discussions between the Cabinet and national experts from various fields.
The program will witness extensive deliberations on issues related to the state's holistic, balanced and inclusive development. Detailed sessions will be held on agriculture, rural development, industry, investment, tourism, sports, innovation, emerging technologies, good governance, institutional reforms, leadership development and effective public service delivery. Based on these discussions, future strategies will be formulated to strengthen governance priorities, departmental convergence and the implementation of public welfare schemes.
He stated that good governance is not confined to formulating schemes alone, but also involves continuously improving governance systems to meet the evolving expectations of citizens. He said that the Chintan Shivir is an important medium in this continuous process of improvement. The government's objective, he said, is to develop a work culture that is transparent, accountable, sensitive and result-oriented, ensuring direct benefits to every citizen of the state.
He said that building a developed Chhattisgarh is possible not merely through better utilisation of resources, but through visionary policymaking, innovation, effective leadership and stronger inter-departmental coordination. The deliberations during the Chintan Shivir will provide a new direction to the state's development journey in the coming years.
National Experts to Share Their Experiences
The first day of the Chintan Shivir will begin with a lecture by spiritual guru and motivational speaker Shri Gaur Gopal Das on leadership and life values. This will be followed by a session by Shri Abhay Karandikar on emerging technologies and their role in future governance systems. Dr Ramesh Chand will deliver a special lecture on agriculture, the rural economy and future agricultural strategies.
The second day will commence with a yoga session. Thereafter, Shri Suman Billa will speak on opportunities in tourism and the service sector, Shri Shashank Mani Tripathi will share insights on public policy and development, Olympic medallist Shri Gagan Narang will discuss excellence, leadership and performance culture, while Dr Vinay Sahasrabuddhe will speak on good governance, leadership and citizen-centric administration.

The primary objective of the Chintan Shivir is to promote innovation in governance, strengthen convergence and coordination among departments, make decision-making more effective and encourage a result-oriented administrative culture. Detailed discussions will also be held on better use of technology in governance, innovation-based solutions and citizen-centric service delivery.
